Rotc contract length

Had a conversation with a friend who recently separated from active duty 8 months ago, and is now on IRR. He said he wants back in, but wants to be in the Guard or Reserve, and wants to come back in via OCS. Is this possible? Edit: I'm assuming he would need to come from IRR to Guard/Reserves on an 09S contract?.
